  • Association’s response to the ‘Review of fatal shootings by Victoria Police’

In November 2005 the Director of the Office of Police Integrity ("DPI") Mr George Brouwer, released a report to Government being his 'Review of Fatal Shootings by Victoria Police'.  In that review Mr Brouwer acknowledged that he had, under his authority as the DPI, conducted an investigation into six (6) fatal shootings involving members of the Victoria Police Force.

The Police Association believes that it was improper for Mr Brouwer to have elected to make comment on five (5) of those matters that have yet to be the subject of a coronial inquiry.  The Association has received many calls from members expressing their disbelief and anger at the conduct of the DPI in these circumstances.

The Association acknowledges the efforts of its members and your commitment to protecting the community and the impact that such comments made by Mr Brouwer can have on the health and welfare of those members their families, who are directly involved in such incidents.

The Association has sought legal advice on whether it would be appropriate and lawful in the circumstances to respond to Mr Brouwer.  We have been advised that we make no public comment, however, a formal complaint of Mr Brouwer's conduct has been made to the Office of the Special Investigations Monitor.

This complaint seeks an investigation into:

  • Mr Brouwer having publicly reported his opinions and making recommendations prior to the conclusion of any coronial inquiry; and
  • Mr Brouwer's disregard of the health and welfare of those members involved in the tragic incidents.

The Association is fully supportive of our members and we will not waver in our commitment to ensuring that our members' reputations and rights are not sullied by unfair and unsubstantiated comments.
