  • Proposed Changes to the Police Regulation Act: Your Rights Eroded 6

The sixth in the current series of proposals regarding a replacement for the Police Regulation Act 1958 is the inclusion of the proposed Police Career Service Commission (‘PCSC’).

The recommendation for a PCSC arose from the ‘Ministerial Administrative Review’ conducted by (former Tasmania Police Commissioner) Mr. John Johnson AO APM QPM FAIM and which was presented to Government in 2001.

The recommendation was accepted by Government and became a public (pre and post election) promise and contains provision for Industrial, Discipline, Promotion and Transfer Appeals and Audit roles within the PCSC.

The Association has continually pressed for the creation of the PCSC, in the format envisaged by Mr. Johnson.

Under the Chief Commissioner’s proposal the PCSC would not contain an audit role nor would it determine discipline matters in the first instance. The Chief Commissioner’s push for ‘paper based reviews’ on process rather than merit has already been documented and circulated in previous Newsletters.

The Association is scheduling urgent meetings with members across the State to provide you with an opportunity to hear about the proposed changes and the detriment they would have on you and your family.

The Association has scheduled an emergency meeting of Delegates for 27 July 2005, and has arranged for a Special General Meeting of all members, and their families, for Sunday 7 August 2005.

Further details, including the venue for the Special General Meeting, will be advised.

The Association is determined to further the aims of our members, and to resist the offensive changes proposed by the Chief Commissioner and the Government, that would see our members treated as second class citizens.
